What Is PDO and PGI Olive Oil Certification? A Consumer Guide
You have seen the letters PDO and PGI on olive oil bottles and wondered whether they matter. They do, but not always in the way marketing copy implies. This guide explains what each label legally requires, where the certification comes from, and how to use that information when you are choosing a bottle.
The Short Answer
PDO stands for Protected Designation of Origin. PGI stands for Protected Geographical Indication. Both are European Union certifications that tie an olive oil to a specific geographic region. PDO is the stricter standard: the olives must be grown, pressed, and bottled entirely within the designated area. PGI allows more flexibility, requiring only that one significant production step occurs in the region.
Neither label tells you how quickly the olives were pressed after harvest, how high the polyphenol content is, or how the oil has been stored since bottling. They confirm geography and process compliance within that geography.
Where These Certifications Come From
The EU created the PDO and PGI framework in 1992 as part of a broader effort to protect traditional regional foods. The system covers hundreds of products across Europe, from cheese to wine to olive oil. In 2006, the framework was updated under EU Regulation No 510/2006. What PDO Requires
PDO olive oil must meet three conditions. First, the olives must be grown in the designated area. Second, the oil must be extracted within that same area. Third, the oil must be bottled there. Every step from grove to bottle occurs within the protected zone.
The product specification for each PDO region also sets rules on which olive varieties are permitted, maximum acidity levels, minimum polyphenol content in some cases, harvest timing requirements, and sensory profiles. A PDO oil from Crete must meet different specifications than one from Puglia. The geographic designation is not just a location stamp; it encodes a specific flavor and quality profile that auditors verify through chemical analysis and sensory panels.

PGI is a one-step-in-region standard. At least one production step, including growing, pressing, or bottling, must occur in the named area. This means a PGI oil could be made from olives grown elsewhere as long as pressing or bottling happens in the named region.
PGI oils are not necessarily lower quality than PDO oils. A well-managed PGI producer can make exceptional oil. How Auditing Works
Each EU member state designates a competent authority to oversee PDO and PGI certifications. In Italy, this function falls under the Ministero delle Politiche Agricole Alimentari e Forestali. In Greece, it is the Ministry of Rural Development and Food. Producers apply to have their oil certified each production year. The certifying body tests samples for acidity, peroxide value, polyphenol content where required, and sensory characteristics.

What PDO and PGI Do Not Tell You
Several factors that affect olive oil quality fall outside what PDO and PGI measure.

PDO and PGI Outside Europe
The United States does not have an equivalent federal certification system for olive oil geographic designations. Some U.S.-produced oils use state-level certifications through organizations such as the California Olive Oil Council, which verifies variety, harvest region, and quality standards. However, this is a voluntary industry program rather than a statutory designation.
When you see a PDO or PGI label on a bottle sold in the United States, the certification was granted by the European Union, and the oil was imported.
